  Chairman of the Board

Michael L. Middleton is the Chairman of the Board for The Community Financial Corporation and its banking subsidiary, Community Bank of the Chesapeake, Waldorf, Maryland. Mr. Middleton joined the Bank in 1973 and was promoted to President and Chief Executive Officer in 1979. Mr. Middleton assumed his role as Executive Chairman of the Board on July 1, 2014. Prior to joining the Bank, Mr. Middleton was employed by KMPG-Peat Marwick, Baltimore, Maryland. 



Education and Professional Accreditations

Mr. Middleton graduated from Bellarmine University, Louisville, Kentucky with a Bachelor of Arts degree in Accounting. He earned his Master of Business Administration with a concentration in Finance from the Robert H. Smith School of Business at the University of Maryland.

His professional accreditation includes a Certificate of Public Accounting and the Program for Negotiation for Senior Executives at Harvard University.

Professional Memberships

Mr. Middleton is the former Director and Chairman of the Board of Directors of the Maryland Bankers Association and the Federal Home Loan Bank of Atlanta and was a Director of the Council of the Federal Home Loan Banks. He is a former director of the Federal Reserve Bank of Richmond, Baltimore Branch and a member of the Federal Reserve Board's Community Depository Institutions Advisory Committee.

Community Involvement

Mr. Middleton gives generously of his time. He is a director on several boards, philanthropic foundations and a historical preservation foundation.

  Chief Executive Officer

Bill Pasenelli is the Chief Executive Officer of Community Bank of the Chesapeake. He is responsible for the strategic direction of the Bank. Prior to joining Community Bank in 2000, Mr. Pasenelli served as Chief Financial Officer of Acacia Federal Savings Bank, Annandale, Virginia, since 1987.

Education and Professional Accreditations

Mr. Pasenelli graduated magna cum laude from Duke University with a Bachelor of Arts degree in Management Science. He is a Certified Public Accountant and graduated from the National School of Banking.

Community Involvement 

Mr. Pasenelli serves on the board of directors for the Maryland Bankers Association and the Maryland Chamber of Commerce. He is a member of the American Institute of Certified Public Accountants, the Greater Washington Society of Certified Public Accountants and other civic groups.

  President and Chief Risk Officer

Jimmy Burke is President, Chief Risk Officer of Community Bank of the Chesapeake. Prior to joining Community Bank in 2005, he served as Executive Vice President and Senior Loan Officer at Mercantile Southern Maryland Bank. In his current capacity, Mr. Burke is responsible for managing the Bank's resources to achieve strategic and financial goals and objectives, while meeting the expectations of directors, clients, staff, shareholders and regulators. 

Education and Professional Accreditations

Mr. Burke received his Bachelor of Arts in Political Science from High Point College, High Point, North Carolina. He is a graduate of the Maryland Bankers School and the East Carolina Advanced School of Commercial Lending.

Community Involvement

Mr. Burke is on the board of directors for the ARC of Southern Maryland, and a Trustee for St. Mary's Ryken High School and Historic Sotterley Plantation.

  Executive Vice President and Chief Lending Officer

Greg Cockerham is Executive Vice President, Chief Lending Officer of Community Bank of the Chesapeake. Prior to joining Community Bank in 1988, he worked for Maryland National Bank. Mr. Cockerham has more than 40 years of banking experience, primarily concentrated in commercial lending.

Education and Professional Accreditations

Mr. Cockerham received his Associate of Arts from the College of Southern Maryland and his Bachelor of Science degree in Business Management from West Virginia University. He is also a graduate of the Maryland Bankers School.

Community Involvement

Mr. Cockerham gives freely of his time. He is emeritus and past chair of the board of directors for the College of Southern Maryland Foundation, past chair and current board member of Maryland Title Center, president of the Rotary Foundation Board and past chair of the Charles County Board of Education CRD Program. Mr. Cockerham is the finance chair of the Potomac Baptist Association. He is also actively involved in Marbury Baptist Church in various capacities including Deacons Board, Sunday school teacher, chair of personnel and worship leader.

  Executive Vice President and Chief Operating Officer

Jim Di Misa is Executive Vice President, Chief Operating Officer of Community Bank of the Chesapeake. Mr. Di Misa joined Community Bank in 2005 as Senior Vice President in charge of operations. Prior to joining Community Bank, Mr. Di Misa served as Executive Vice President for Mercantile Southern Maryland Bank in a similar capacity. He has more than 35 years of banking experience and extensive formal education.

Education and Professional Accreditations

Mr. Di Misa earned his Associates of Arts degree from the College of Southern Maryland, and went on to graduate from George Mason University, Fairfax, Virginia with a Bachelor of Science in business management. He received his Master of Business Administration from Mount St. Mary's College in Emmitsburg, Maryland.

Mr. Di Misa is a graduate of the nationally recognized ABA Stonier Graduate School of Banking and completed the Executive Program on Negotiation at Harvard University, as well as the Commercial Lending School at the American Institute of Banking. 

Community Involvement

Mr. Di Misa currently serves of the Board of Trustees to the College of Southern Maryland and is chairman of the Charles County Rotary Scholarships Program. He is the past president of the Charles County Rotary Club and member of the council for the Town of La Plata Ethics Commission. He lends his professional expertise as an adjunct instructor for the College of Southern Maryland; served a Governor Appointment to the Tri-County Workforce Investment Board (2008-2014); as president and founder of the La Plata Business Association (2002-2010); and as a member of the board of trustees for the Maryland Bankers School (2002-2016).

  Executive Vice President and Chief Financial Officer

Todd Capitani is Executive Vice President and Chief Financial Officer for Community Bank of the Chesapeake. Prior to joining Community Bank in 2009, he served as Senior Manager at Deloitte Consulting and as Chief Financial Officer at Ruesch International, Inc. Mr. Capitani has more than 25 years of experience in government contract accounting, controllership, corporate finance, business operations and external audit.

Education and Professional Accreditations

Mr. Capitani is a certified accountant and received his Bachelor of Arts in business economics with a concentration in accounting from the University of California at Santa Barbara. He is a member of the American Institute of Certified Public Accountants.

Community Involvement

Todd is involved with several local charities, religious and community organizations.

  Executive Vice President and Chief Administrative Officer

Christy Lombardi is Executive Vice President, Chief Administrative Officer of Community Bank of the Chesapeake. She is responsible for administrative and corporate governance matters for the Company, and oversees human resources and shareholder relations. Mrs. Lombardi joined Community Bank in 1998, and has 20 years of banking experience.

Education and Professional Accreditations

Mrs. Lombardi graduated from the University of Maryland University College with a Bachelor of Science in human resources management. She received her Master's of Management and Master of Business Administration from University of Maryland University College in 2014 and 2015, respectively. Mrs. Lombardi is also a graduate of the Maryland Banking School.

Community Involvement

Mrs. Lombardi serves as immediate past chair of the Calvert County Chamber of Commerce Board of Directors, member of the Advisory Board for the Maryland Banker's Association Council of Professional Women in Banking and Finance and member of the College of Southern Maryland Foundation Board. She also serves on the Audit Committee of the Tri-County Council and is a member of the Southern Maryland Workforce Development Board.
